About this opportunity

The City and County of San Francisco, Recreation and Park Department, is issuing a Micro-LBE Set-Aside solicitation (CON26-0046) for tree work services at Edgehill Park located at approximately 199 Knockash Hill in San Francisco County. The project scope includes removal of 31 hazardous trees, pruning of one eucalyptus tree, restoration of disturbed soils, application of jute netting on barren areas, repair of any damage to park amenities and infrastructure, and site safety management. Specific deliverables include removal of trees marked with yellow spray-paint dots cut 2-3 inches above ground level, treatment of eucalyptus stumps with either 100% Capstone or 8% Polaris with documented product usage reporting, removal of all material within the dripline of removed trees and fallen debris, coordination of road closures on Kensington Way with the Municipal Transportation Agency, and a nesting bird survey within seven days before tree removal during nesting season (February through August). Required qualifications include a current California Class D-49 Contractor's License, ISA Arborist Certification, attendance at the non-mandatory pre-bid meeting on Friday, March 6, 2026 at 10:00 a.m., and submission of a bid bond, CMD Form 3, Safety Prequalification Form, subcontractor listing, qualifications statement with references, and proof of current business tax certification. The contract time allowed is 21 calendar days for substantial completion and 9 additional days for final completion from the Notice to Proceed, with liquidated damages assessed at $500 per day for failure to achieve substantial completion and $200 per day for failure to achieve final completion. Sealed bids are due by Tuesday, March 17, 2026 at 2:30 p.m., submitted via email to bridget.webster@sfgov.org, with the project anticipated to be completed by March 22, 2026.

This solicitation is exclusively restricted to City and County of San Francisco Contract Monitoring Division (CMD) Certified Micro-Local Business Enterprises, with only bidders possessing valid Micro-LBE certification at the time of bid submission eligible to participate. The apparent low bidder must submit required compliance documentation within five business days of bid opening, including Form 3 (CMD Compliance Affidavit) demonstrating that the Micro-LBE prime contractor will self-perform at least 25 percent of the contract work. Bidders may receive a one percent discount if they are a Neighborhood LBE or a 1.5 percent discount if they are a Project Zip Code LBE, provided the project location meets applicable criteria. While Micro-LBE Set-Aside contracts are not subject to general LBE subcontractor participation requirements, if subcontracting occurs, work should be subcontracted to other certified Micro-LBEs to the maximum extent possible, with all subcontractors required to serve a commercially useful function. The estimated project cost is $120,000, with a maximum bid cap of $1,170,000 and a five percent retention applied to all progress payments. Performance and payment bonds equal to 100 percent of the contract amount are required, and all work must comply with prevailing wage requirements under California Labor Code sections 1770 et seq., San Francisco's Minimum Compensation Ordinance, Health Care Accountability Ordinance, and other applicable labor standards, with non-compliance potentially resulting in contract suspension, payment withholding, penalties, debarment, certification revocation, or liquidated damages up to 25 percent of the total contract amount or $1,000, whichever is greatest.
