The City and County of San Francisco Recreation and Park Department is procuring tree removal and site restoration services at Sharp Park Golf Course in Pacifica, California through a Micro LBE Set-Aside solicitation (CON26-0045). The primary scope of work involves removing approximately 14 large pine and cypress trees located parallel to the fifth fairway, clearing and removing all debris from the job site, and maintaining traffic control on an active golf course while protecting turf and managing pedestrian and cart traffic. Additional requirements include hiring a biologist to monitor for nesting birds during nesting season, addressing PGE utilities and poison oak hazards, and ensuring off-site disposal of all waste. Bidders must possess a current California Class D-49 Contractor's License, ISA Arborist Certification, and self-perform a minimum of 25 percent of the contract work. The contract term allows 50 calendar days for substantial completion and an additional 10 calendar days for final completion from the Notice to Proceed, with liquidated damages assessed at $500 per calendar day for failure to achieve substantial completion and $200 per calendar day for failure to achieve final completion. Mandatory pre-bid walkthroughs are scheduled for Tuesday, March 3, 2026, and Thursday, March 5, 2026, at 10:00 AM at the golf course entrance near Lundy Way and Ridgeway Drive in Pacifica, with attendance at only one meeting required. Sealed bids are due Thursday, March 12, 2026, by 2:30 PM via email to bridget.webster@sfgov.org, with contact available through Bridget L. Webster at 415/831-2765 or bridget.webster@sfgov.org for additional information.
This procurement is restricted to CMD-certified Micro-LBE contractors and does not require subcontractor LBE participation, though all contractors and subcontractors must register with the California Department of Industrial Relations and comply with prevailing wage requirements outlined in the Labor Standards Fact Sheet. Bidders may qualify for a 1 percent neighborhood LBE bid discount if their principal place of business is located in the same supervisorial district as the project, or a 1.5 percent project zip code LBE bid discount if located in the same zip code as the project. Pre-award compliance requires submission of Form 3 (CMD Compliance Affidavit) specifying the dollar amount and scope of self-performed work within five business days of bid opening, and post-award compliance requires submission of Forms 7, 9, 8, and 10 as applicable. The cost estimate for this project is $78,000, with a maximum contract ceiling of $1,170,000; additional financial requirements include performance and payment bonds equal to 100 percent of the contract amount, proof of workers' compensation insurance, a one-year warranty on all work, and 5 percent retention withheld from all payments. Non-compliance with Chapter 14B requirements may result in sanctions including contract suspension, payment withholding, penalties, debarment, certification revocation, or liquidated damages up to 25 percent of the total contract amount or $1,000, whichever is greatest.
