The CxA will be engaged from summer 2022 through the end of 2026, spanning design, construction, acceptance, and occupancy/warranty phases. The project is structured as Construction Manager at-Risk delivery and will pursue Georgia Peach Green Building Certification and LEED Platinum certification without full submission.
The estimated Commissioning Authority fee is approximately $1.15 million, with all expenses including printing and travel included in fee proposals. Fee proposals must provide loaded staff rates, man-hours, and itemized reimbursable expenses across six project phases for both Core and Shell and PPV Fit-out components, using the template in Exhibit E.
For qualification selection, evaluation criteria are firm stability (25%), experience and qualifications (45%), and suitability (30%). For the proposal phase, evaluation criteria are proposed team organization (15%), team experience on similar projects (20%), CxA plan methodology (15%), building envelope commissioning approach (25%), and discrepancy resolution and warranty phase procedures (25%). A mandatory virtual pre-proposal site visit for finalist firms is scheduled for April 18, 2022. Virtual interviews are 55 minutes total. Responses must not exceed 40 pages. Construction is anticipated to commence in November 2023, with move-in and startup completion targeted for no later than December 2025. Addendum No. 1 added Exhibit I (Certificate of Insurance and Minority Status Form) as a required submission; Addendum No. 2 clarified scope divisions between Phase One Tasks (initially contracted) and Phase Two Tasks (additional negotiated services).
