About this opportunity

The City of Santa Cruz Public Works Department is seeking bids for Emergency Watershed Protection (EWP) Project 5228, located at 141 Archer Drive in Santa Cruz County, California. The project involves comprehensive slope stabilization and retaining wall reconstruction, requiring the removal of a damaged existing retaining wall and debris, followed by construction of a new soldier pier retaining wall with associated drainage facilities. Contractors must possess a valid Class A Contractor License and be registered with the California Department of Industrial Relations. The project specifications call for precise technical work, including soldier pile installation, timber lagging, tieback anchors, guard rail implementation, masonry wall construction, and storm drain installation. Sealed bids are due on May 7, 2024, at 2:00 PM Pacific Standard Time, with a strict project completion timeline of 45 working days. Bidders must submit comprehensive documentation, including a 10% bid security, and comply with all federal procurement regulations and local engineering standards as outlined in the detailed project specifications.

The procurement opportunity includes specific provisions for disadvantaged business enterprises, with federal regulations mandating domestic preference and prevailing wage standards. Contractors will need to integrate complex geotechnical recommendations from Butano Geotechnical Engineering, including specific soil preparation, anchoring techniques, and erosion control measures. While a specific contract value is not explicitly stated, the project involves multiple line items and comprehensive site reconstruction, suggesting a substantial budget allocation. The project is constrained by environmental considerations, with construction work restricted between October 15th and April 15th to minimize environmental impact. Potential bidders must demonstrate technical expertise in slope stabilization, retaining wall construction, and compliance with Natural Resources Conservation Service (NRCS) standards. Special inspection requirements will be rigorously enforced, with mandatory observation and testing services throughout the construction process to ensure compliance with all engineering and safety specifications.
