About this opportunity
Eugene Water & Electric Board (EWEB) is requesting proposals from qualified consulting firms to perform independent safety inspection and assessment services for the Leaburg-Walterville Hydroelectric Project under 18 CFR Part 12, Subpart D, with proposals due November 10, 2026 at 2:00 PM PST and a mandatory Pre-Proposal Conference on October 22, 2026 at 1:30 PM via Microsoft Teams.
Minimum qualifications are highly restrictive: continuous operation in engineering or design services for at least seven years, work products prepared by appropriately licensed Oregon engineers, listing on FERC's Previously Approved Independent Consultants list as of September 18, 2026, and completion of at least three previous Part 12 Safety Inspection Reports accepted by FERC within the past seven years. The consultant must be FERC-approved for dam safety inspections.
The scope encompasses project management, development of a Part 12D Inspection Plan, a Pre-Inspection Preparation Report, execution of the sixth periodic inspection of the two-facility Leaburg Development and Walterville Development on the McKenzie River (FERC License No. 2496) including document review and physical field inspections, and preparation of a comprehensive Periodic Inspection Report with two independent divisions. Major deliverables are due by late 2027 to early 2028; the final report to FERC is due no later than April 30, 2028.
The engineer's estimate is $250,000 as the not-to-exceed compensation for all services, deliverables, and allowable expenses. The contract commences December 31, 2026 and expires April 30, 2029, with possible extension to a maximum total duration of five years. Work is performed at the consultant's business location and at EWEB facilities in Eugene, Walterville, and Leaburg, Oregon. EWEB will not provide workspace.
This is a three-step qualifications-based selection process. Pricing is evaluated only after shortlisting in Step Three; selected proposers have 24 hours to submit detailed pricing including hourly rate schedules, estimated hours by task, direct expenses at GSA travel rates, and sub-consultant markups limited to 4% on direct labor costs only. EWEB will conduct reference checks and reserves the right to investigate proposer responsibility and past performance prior to award. Proposals must be submitted electronically through the OregonBuys platform.
