About this opportunity
The West Virginia Department of Health and Human Resources, Office of the Chief Medical Examiner (OCME), is conducting a sole source procurement for an Evidence MultiSTAT Gold Service Contract to support toxicology testing operations in Jefferson County. The Evidence MultiSTAT is an automated analyzer capable of detecting up to 29 classical, prescription, and synthetic drugs from a single sample, representing a donated instrument requiring professional maintenance and operational support. The service agreement will provide OCME with comprehensive operation and maintenance support, including repair services as needed, with the primary objective of enabling on-site simultaneous drug detection to reduce costs associated with outsourcing toxicology testing to external laboratories. Interested vendors must submit documentation demonstrating compliance with required qualification and eligibility criteria to Roberta A. Wagner and Bryan D. Rosen at the West Virginia Department of Administration Purchasing Division, with submissions due no later than 10:30 a.m. EST on December 17, 2025 (requisition number ASSD CME2600000005). The contract term is for a 12-month period, with the contract becoming effective upon issuance of the Award Document signed by the Agency and approved by the Attorney General's office if required. A mandatory pre-bid meeting is required for all vendors submitting bids, with failure to attend resulting in automatic bid disqualification, and all vendors must acknowledge receipt of all addenda issued with the solicitation.
As a sole source acquisition, this procurement limits competition to the single identified vendor capable of providing the specialized service for the Evidence MultiSTAT Gold equipment. The procurement is subject to West Virginia competitive bidding requirements and incorporates federal compliance provisions through the Federal Funds Contract Clause Addendum, which establishes requirements for domestic product preferences, equal employment opportunity, debarment and suspension checks through the System for Award Management, and anti-lobbying certifications if applicable. Vendors must maintain commercial general liability insurance of at least $1,000,000 per occurrence and automobile liability insurance of at least $1,000,000 per occurrence throughout the contract term, be properly registered with the West Virginia Purchasing Division, and be licensed and in good standing with all applicable state and local agencies. Randox Laboratories - US Ltd., located at 515 Industrial Boulevard, Kearneysville, West Virginia 25430, submitted a quotation for the Evidence MultiSTAT Gold Service Contract at $9,000.00 for the 12-month term, excluding applicable taxes, representing the quoted service cost for the procurement. The contract includes the possibility of renewal for up to three successive one-year periods contingent upon mutual written consent of both OCME and the service provider, with pricing remaining firm for the entire contract term unless otherwise specified.
