About this file
This is a Direct Award Posting from the West Virginia Department of Health and Human Resources (DHHR) Purchasing Division for the Office of the Chief Medical Examiner (OCME). The posting requests approval for a direct award of a Service Agreement for a Randox toxicology machine that was donated to OCME. The Evidence MultiSTAT is an automated analyzer designed to detect up to 29 classical, prescription, and synthetic drugs from a single sample. Interested companies must submit documentation demonstrating compliance with required qualification and eligibility criteria to Roberta A. Wagner and Bryan D. Rosen at the DHHR Purchasing Division no later than 10:30 AM EST on December 17, 2025. The requisition number is ASSD CME2600000005.
The Service Agreement will provide OCME with proper operation and maintenance support, including repair services as needed. By enabling on-site simultaneous drug detection, the machine will reduce costs associated with outsourcing toxicology testing. No specific pricing terms, contract duration, or renewal options are detailed in this direct award posting document. The buyer section of the form remains incomplete, indicating this posting precedes formal advertising consideration and potential vendor award determination.

Purchase of a Service Agreement for Randox Toxicology machine donated to the Office of the Chief Medical Examiner. The Evidence MultiSTAT is an automated analyzer that will provide on-site simultaneous detection of up to 29 classical, prescription and synthetic drugs from a single sample. The use of this machine allows OCME to provide on-site results for synthetic and prescription drugs, which will bring down the costs of outsourcing toxicology testing.
