About this opportunity
The City of College Park, Georgia is issuing Request for Proposal (RFP) No. 26-23 for comprehensive event security services at the Georgia International Convention Center (GICC) and Gateway Center Arena (GCA). This procurement seeks a qualified security firm to provide 24/7 on-site unarmed security coverage, including rotating patrols, surveillance monitoring, access control management, event-specific security coordination, incident response, and customer service support at both facilities. Key deliverables include staffing of one to two certified security officers per shift depending on facility and time, operation of screening equipment for designated events, patrol of 84 glass doors and 59 loading dock doors at GICC, interior patrols at least once per hour, and monitoring of surveillance and access control systems. All officers must be Georgia-licensed security personnel certified in CPR, First Aid, crowd control, active threat response, and de-escalation techniques, with completion of site-specific orientation and emergency evacuation training required. The contract spans an initial one-year term with four optional one-year renewals and will involve approximately 9,000 hours annually per venue, though actual hours will vary based on event bookings. Evaluation criteria include technical approach and methodology (25%), experience and references (30%), project timeline and deliverables (15%), cost proposal (20%), and schedule and availability (10%). The non-mandatory pre-bid conference is scheduled for October 15, 2025, at 10:00 a.m. (rescheduled from October 10 via virtual meeting), the deadline for questions is October 17, 2025, at 3:00 p.m. EST, and proposals must be submitted electronically via BidNet Direct no later than October 31, 2025, at 3:00 p.m. EST.
Vendors must be licensed security firms in Georgia with a minimum of five years of experience providing 24/7 security services at large-scale public venues and must provide three to five professional references. The City offers local preference to businesses within Fulton County with a staffed, fixed physical location for at least one year prior to bid submission. The current incumbent contractor is Contemporary Services Corporation, which was awarded the contract on July 1, 2024. Insurance requirements include general liability coverage of $2,000,000 per occurrence, workers' compensation in accordance with Georgia law, business auto policy with a minimum of $1,000,000 per claim, and professional liability of at least $1,000,000 per occurrence. A performance bond and payment bond, each equal to 100% of the contract amount, must be provided before issuance of Notice to Proceed. The City has not established a budget ceiling for this contract, and no prevailing wage, living wage, or local mandated wage applies beyond state and federal minimum wage. Invoices are payable within Net 30 terms, and penalties and liquidated damages may apply for failure to meet staffing requirements, unmanned posts, untrained or uncertified officers, and non-standard uniforms.
