The contract covers 24/7 unarmed security services for two facilities: the Georgia International Convention Center (GICC) and the Gateway Center Arena (GCA), operating under a continuous staffing model with separate command posts at each venue. Staffing requirements vary by shift and facility, with the GICC requiring one to two officers per shift depending on the day and time, and the GCA requiring one to two officers per shift. The contract is structured as a one-year initial term with four one-year renewal options. Services include coverage of 84 glass doors and 59 loading dock doors at the GICC, interior patrols at least once per hour, monitoring of surveillance and access control systems, operation of screening equipment for designated events, and coordination with local law enforcement and emergency services. Event schedules will be provided two to three weeks in advance to allow for staffing adjustments for high-capacity or VIP events.

Pricing should be submitted on a cost sheet to be provided by the City, with invoices payable within Net 30 terms. The estimated annual hours total approximately 9,000 hours per venue, though actual hours will vary based on event bookings. The current incumbent is Contemporary Services Corporation, which was awarded the contract on July 1, 2024. Officers must be certified in CPR, First Aid, crowd control, active threat response, and de-escalation, and must complete site-specific orientation and emergency evacuation training. Professional uniforms meeting City of College Park standards are required. Additional charges for equipment and vehicles may be billed separately if allowed by contract terms. Formal security risk assessments and written risk-mitigation/incident-response plans are required prior to award. Penalties and liquidated damages may apply for failure to meet staffing requirements, unmanned posts, untrained or uncertified officers, and non-standard uniforms. The City has not established a budget ceiling for this contract, and no prevailing wage, living wage, or local mandated wage applies beyond state and federal minimum wage.
