About this opportunity

Universal EV LLC is soliciting proposals for a design-build DC fast-charging station at Dover Inn Motel & Cabins, 1545 Donelson Parkway, Dover, Tennessee, with questions due November 10, 2026 and proposals due November 17, 2026. Eligibility requires a valid Tennessee electrical contractor license, EVITP Installer Certification for at least one lead electrician or superintendent, and employment of a Tennessee-licensed professional engineer to seal design documents. No set-aside or local-vendor preference is stated.

The scope is two dual-port DC fast chargers rated at minimum 180 kW each, with all four ports charging simultaneously for 360 kW combined. Equipment must meet CCS1 at minimum, OCPP 2.0.1, and UL 2202/CSA C22.2 No. 107.1 listing, with the listing's specified ABB Terra 184 or approved equal. Work includes site survey and geotechnical investigation, utility coordination, permitting with the local Authority Having Jurisdiction, civil work, electrical infrastructure, four EV stalls (three standard and one ADA-accessible), commissioning, a five-year warranty, and a five-year O&M plan with quarterly preventive maintenance and 24/7 remote monitoring. The five-year SLA guarantees 97% uptime per port and 24/7 driver support in English and Spanish. Required experience is at least two years of DCFC installation, at least three completed DCFC projects with references, and demonstrated utility coordination experience. The active motel must remain open, with guest, emergency vehicle, fire lane, and parking access preserved throughout construction.

Pricing is fixed-price lump sum with progress payments based on verified completion and 10% retainage until final acceptance. Proposers must submit an itemized line-item cost proposal with a separate line for utility costs, all included within the lump sum. Insurance requires commercial general liability of $2 million per occurrence and $4 million aggregate, automobile liability of $1 million combined single limit, and professional liability of $1 million per claim and $2 million aggregate, with Universal EV LLC as additional insured.

Evaluation weights are price at 30%, design capability and utility coordination at 15%, DCFC experience and references at 15%, technical approach at 10%, O&M plan at 10%, SLA at 10%, qualifications and certifications at 5%, and project schedule at 5%. Site visits are available on request. Anticipated award is December 16, 2026, with construction from March 1 through April 30, 2027.

The source conflicts on several points. The listing shows a due date of October 27, 2026, and jurisdiction Sevier County, while the RFP sets proposals for November 17, 2026 and places the site in Stewart County. The listing names Plateau Electric Cooperative as the utility, while the RFP names Cumberland Electric Membership Corporation.
