About this file

This document is a proposed site plan for an EV charging station project located at 1545 Donelson Parkway, Dover, Tennessee 37058, which is a design-build project managed by the State of Tennessee. The project involves the installation of two dual-port DC fast chargers (ABB Terra 184 or approved equivalent), each rated at 180 kW, for a total capacity of 360 kW with four simultaneous charging ports. The chargers will support CCS1 minimum with NACS-capable equipment welcome, OCPP 2.0.1 protocol, open access, and contactless card/RFID and QR payment options. The contractor is responsible for performing site survey and geotechnical investigation as needed and providing a complete PE-sealed engineering design packet from a Tennessee-licensed engineer. The site plan includes four EV stalls (three standard and one ADA-accessible), concrete charger slab foundations, steel bollards, trenching, asphalt work, accessible routes, and appropriate signage and striping. The anticipated construction period is March 1 through April 30, 2027. Pre-bid site visits are available upon request. Contractors must hold a Tennessee State Electrical License and EVITP certification to bid.

The project is structured as a fixed-price lump sum with 10 percent retainage. Civil work, utility design coordination with Plateau Electric Cooperative, all permits and inspections, local AHJ approvals, Tennessee 811 locates, commissioning, and testing are included in the contractor's scope. The contractor must coordinate with the hotel property to maintain guest access, fire lane access, parking, and appropriate work hours throughout the construction phase. The contract includes a five-year warranty, five-year operations and maintenance plan with quarterly preventive maintenance and 24/7 remote monitoring, and a five-year service level agreement guaranteeing 97 percent uptime per port with 24/7 driver support in English and Spanish. All utility fees and make-ready costs are included in the lump sum price, with the project requiring 277/480V, three-phase electrical service with a 600A main service disconnect.
