About this opportunity

The Oregon Department of Transportation is soliciting competitive quotes under RFCQ S-73000-00018261 for removal and replacement of right-of-way fencing and installation of a new access gate along Interstate 5 in Albany, with quotes due November 19, 2026. Participation is restricted to contractors certified as Emerging Small Businesses in Oregon by the Certification Office for Business Inclusion and Diversity (COBID), and the awardee must perform at least 51 percent of labor with its own workforce under ORS 200.170(3).

Scope covers removing and rebuilding 22,476 linear feet of existing right-of-way fence, installing 850 linear feet of new Type 2 fence with metal posts to match existing conditions, and installing one 12-foot single swing access gate. Work runs along I-5 northbound and southbound from mile point 233.20 to 237.66, between I-5 and Century Drive on the east side and I-5 and Old Salem Road on the west. Pricing covers six lump-sum or unit-price line items on Attachment A: mobilization, temporary workzone traffic control, pollution control plan, fence removal and rebuilding, Type 2 fence installation, and gate installation. Site visits are highly advised. Contractor-provided traffic control plans are due five calendar days before the preconstruction conference if single-lane closures on Century Drive or Old Salem Road are anticipated.

Substantial completion is May 28, 2027, and final completion is June 11, 2027, with liquidated damages of $600 per calendar day beyond substantial completion. Work is in Linn County and subject to Oregon Bureau of Labor and Industries prevailing wage rates effective September 3, 2026, as amended October 5, 2026. Bid security equals 10 percent of the total bid amount. The apparent successful offeror must furnish performance and payment bonds each equal to 100 percent of the contract price, along with Commercial General Liability insurance of $1 million per occurrence and $2 million aggregate and Commercial Automobile Liability insurance of $1 million combined single limit. Retainage cannot exceed 5 percent of progress payments. Quotes are evaluated on a low-bid basis. Clarification requests and equivalent approvals go to the Single Point of Contact seven calendar days before the closing date.
