About this opportunity
The Oklahoma Department of Career and Technology Education, through OMES Central Purchasing, is requesting bids for equipment simulators — one collaborative robot with education training cart and one heavy equipment simulator — under solicitation EV00000942, with bids due August 25, 2026 at 3 p.m. Central Standard Time. Bidders may respond for either item individually or both. Questions are due August 11, 2026.
The collaborative robot must have a minimum 5kg payload capacity, 994mm reach, six-axis configuration, 110–120v AC power, high-performance controller, and handling tool programming software with safety-rated monitored operation. The mobile training cart requires rigid aluminum or steel frame, lockable casters, defined work envelope, end-of-arm tooling with vacuum system and actuated gripper, integrated laser-scanner safety system, and a low-noise air compressor with 4–5 gallon capacity. The heavy equipment simulator requires a minimum 65-inch integrated display or equivalent visual system, dual joystick and foot pedal controls, and capability to simulate skid steer, mini excavator, backhoe loader, forklift, horizontal directional drill, and excavator operations.
Bidders must provide pricing for mandatory base systems as firm fixed costs (including all fees, shipping, and delivery to 1201 N. Western Road, Stillwater, Oklahoma 74075) and may itemize optional components such as instructor control software, perpetual licenses, warranty, maintenance, and support separately. A detailed delivery timeline for all products and services is required. The initial contract term is one year with no renewal options. Bids will be evaluated on ability to meet technical specifications, proposed pricing, delivery timeline, and warranty terms.
Bidders must demonstrate a minimum 36 months of experience providing products and services of the type requested and complete mandatory forms including Non-Collusion Certification (OMES Form CP004), Responding Bidder Information (OMES Form CP076), and an executive summary. IT components trigger a federal funding requirement; bidders must submit an Authority to Operate (ATO) or confirmation that an ATO request has been submitted. Pricing must remain firm for 120 days after the bid due date. The contracting officer is Cini Zacharia (Cini.zacharia@omes.ok.gov, 405-522-9078). All bidder submissions must be made exclusively through the Oklahoma Supplier Portal using the mandatory bid packet format.
