About this opportunity

The Solid Waste Authority of Palm Beach County is requesting proposals for equipment, operations, and maintenance services for an Advanced Metals Recovery Processing System (AMRPS) located at the North County Landfill in West Palm Beach, Florida, under RFP 26-206, with proposals due July 16, 2026.

The scope encompasses supply, operation, and maintenance of the AMRPS, which processes approximately 150,000 tons of bottom ash annually from two waste-to-energy facilities to recover ferrous metals, non-ferrous metals, and aggregate material. The system recovered 2,330 short tons of non-ferrous metals in the 12-month period ending June 2025. The selected proposer will transition to operations on or before September 23, 2026, and will operate under an initial three-year Site License Agreement (Attachment A included in the RFP) with possibility of renewal. The Authority provides 480-volt, 3-phase, 400-amp electrical service at no charge.

Proposers must submit price proposals via the Bonfire digital platform; no fixed pricing structure is specified. The incumbent operator's current agreement expires September 23, 2026. Proposers must comply with insurance requirements, E-Verify employment eligibility verification, non-discrimination certifications, and digital accessibility compliance with WCAG 2.1 Level AA standards. A Cone of Silence policy restricts communications between proposers and evaluation committee members from proposal deadline until award.

The RFP includes a non-mandatory pre-proposal conference with facility tours available; specific dates are specified in the procurement schedule. Proposers are encouraged to visit the existing operation and collect bottom ash samples before submission. The Authority retains discretion to modify the procurement schedule, reject any or all proposals, and cancel the RFP without obligation.
