About this opportunity

The State of Oregon, Oregon Military Department, is soliciting sealed bids through an Invitation to Bid (ITB) for the installation of an Explosive Ordnance Disposal (EOD) Proficiency Range at Portland Air National Guard Base. The procurement encompasses three contract line items (CLINs) covering the construction and installation of the proficiency range facility, a 10-foot by 10-foot concrete viewing pad with a 6-inch slab-on-grade, and a weather-protective cover structure anchored to the pad. All labor, materials, transportation, equipment, and services necessary to complete the construction work are the contractor's responsibility. The concrete pad must meet 4000 PSI strength at 28 days and comply with ACI 301 Section 5 specifications, with reinforcing steel per ASTM A615 Grade 60 or ASTM A706 Grade 60 requirements. The project requires adherence to the DOD Explosives Safety Site Plan with quantitative distance compliance for the three EOD facilities (Pro-1, Hold-1, and Hold-2), and all work must be completed within a restricted military access area requiring government escort throughout the project duration. A mandatory pre-bid conference is scheduled for April 30, 2026, at 1:00 P.M. PT at Building 140, CES Classroom, with attendance required and registration on the official sign-in sheet mandatory or bids will be deemed non-responsive. Requests for clarifications, brand approvals, or changes must be received by 1:00 P.M. PT on May 7, 2026, with bid closing and opening on May 26, 2026, at 10:00 P.M. PT. The project start date is 30 calendar days from issuance of Notice to Proceed, with substantial completion required within 120 calendar days and final completion within 180 calendar days.

All bidders must be registered with the Oregon Construction Contractors Board prior to bidding and comply with prevailing wage rate requirements established by the Oregon Bureau of Labor and Industries for Multnomah County, BOLI Region Two. Contractors and subcontractors must provide a Unique Entity Identifier (UEI) number and pass an Excluded Parties List System (EPLS) search with no results to be eligible for this federally funded contract. Bid security equal to 10% of the total offer amount is required, furnished as a surety bond, irrevocable letter of credit, or certified/cashier's check. The apparent successful offeror must provide proof of insurance and performance and payment bonds, each at 100% of the awarded contract amount, and execute the Public Improvement Agreement within specified timeframes or face forfeiture of bid security. First-tier subcontractor disclosure is required for subcontracts valued at 5% of the project bid (minimum $15,000) or $350,000 regardless of percentage, with disclosure forms due within two working hours after bid closing. The project estimate range for bonding purposes is $100,000 to $150,000, with award contingent upon the Oregon Military Department's receipt of sufficient State and Federal funding. No liquidated damages apply to the contract.
