About this opportunity
The Florida Fish & Wildlife Conservation Commission (FWC) is soliciting information from prospective vendors regarding their ability to supply Environmental Systems Research Institute (ESRI) GIS software licensing, concurrent-use licensing expansion, and maintenance and technical support services under a stated single-source intent, with vendor responses due August 17, 2026 by 5:00 p.m. ET. This is not a competitive solicitation; the agency has identified ESRI as the sole source based on proprietary software and the absence of alternative vendors capable of providing equivalent products or services and associated maintenance rights.
The scope encompasses renewal of existing ESRI licenses, acquisition of new concurrent-use licensing, and three-year technical support and maintenance for FWC's GIS operations. The GIS infrastructure supports public map and spatial-data distribution, field data collection, resource mapping, spatial analysis, operational awareness, and management of enterprise databases including the Marine Resources Geographic Information System (MRGIS). Services cover servers, internet platforms, mobile devices, and desktop computers.
The estimated contract value is $1.55 million over a three-year term effective October 1, 2026 through September 30, 2029. Contact is Rachel Massey at 850-510-9990 or rachel.massey@myfwc.com. The internal tracking number is FWC SS 26/27-01. Prospective vendors must submit written information demonstrating their ability to supply the described commodities and services; submission does not constitute a bid or proposal and does not require a "no-bid" reply. The posting will remain posted for a minimum of seven business days in compliance with Florida Statutes Sections 120.57(3) and 287.057(3).
