About this file

This is a Description of Intended Single Source Purchase form (PUR 7776) submitted by the Florida Fish & Wildlife Conservation Commission (FWC) for the renewal and expansion of Environmental Systems Research Institute (ESRI) software licenses and support services. The agency requests renewal of existing ESRI software licenses, acquisition of new concurrent use licensing, and continued maintenance and technical support for FWC's Geographic Information Systems (GIS) operations across servers, internet platforms, mobile devices, and desktop computers. The ESRI GIS software serves as the core infrastructure for FWC's GIS capabilities, including public distribution of maps and spatial data, field data collection, resource mapping, spatial analysis, operational awareness, and management of enterprise databases such as the Marine Resources Geographic Information System (MRGIS). The contract term is three years, effective October 1, 2026, through September 30, 2029. The deadline for prospective vendors to submit information regarding their ability to supply the requested commodities or services is August 17, 2026. The internal tracking number is FWC SS 26/27-01, with the contact person being Rachel Massey at 850-510-9990 or rachel.massey@myfwc.com.

The estimated dollar amount for this single source purchase is $1,550,000.00 over the three-year contract period. ESRI has been identified as the sole source vendor because its GIS software is proprietary and represents the only available source for the required maintenance and concurrent use licensing, which includes technical support and rights to new software versions. The justification for single source acquisition reflects that no alternative vendors can provide equivalent products or services. The purchase request has been approved by multiple FWC divisions and personnel, including the Fish and Wildlife Research Institute (FWRI) administrative, operations, and directorial staff, as well as the FWC Office of Information Technology and the Office of the Executive Director's purchasing personnel. This posting constitutes notice of the agency's intended decision to enter into a single-source purchase contract in accordance with Florida Statutes Sections 120.57(3) and 287.057(3), and will remain posted for a minimum of seven business days.
