About this opportunity
Pinellas County Board of County Commissioners is conducting a competitive Request for Qualifications (RFQ) procurement for Environmental and Stormwater Engineering Professional Continuing Consulting Services to support the Divisions of Environmental Management and Stormwater from 2026 through 2031, with an optional twenty-four-month extension. The County seeks qualified consultants to provide multidisciplinary environmental and stormwater engineering services including watershed management plan updates and ICPR hydrologic/hydraulic modeling with floodplain analyses; stormwater improvement project design incorporating green infrastructure best management practices and nature-based shoreline restoration; hydrologic and hydraulic data analysis and modeling; water quality, sediment, and biological monitoring design and sampling; constructability, quality control, and peer reviews; resource mapping and GIS analysis; environmental permitting support; and general environmental project management and data management support. Deliverables must comply with Civil 3D Pinellas County Kit requirements, ESRI ArcPro GIS format, Streamline Stormwise Version 4 for hydrologic/hydraulic modeling, and Pinellas County technical standards. Proposers must submit Standard Form 330 (not to exceed 100 pages), proof of Florida professional licensure and corporate registration, certificates of insurance with $1,000,000 professional liability limits and three-year tail coverage, E-Verify affidavits, and references from at least four customers for similar services. The evaluation will be based on 1,000 total points across the following criteria: firm qualifications and personnel capability (425 points), experience with similar projects and past performance (375 points), volume of work previously awarded by the County (50 points), minority business status (25 points), Pinellas County Small Business Enterprise certification status (100 points), and office location within Pinellas, Manatee, Hillsborough, or Pasco counties (25 points). Written questions must be submitted by April 24, 2026, at 3:00 PM Eastern Time, with all proposals due on May 5, 2026, at 3:00 PM Eastern Time via the OpenGov procurement platform. No site visit is required.
Pinellas County Small Business Enterprise (SBE) certification status represents a significant evaluation factor worth 100 points, and the contract includes a minimum ten percent financial commitment to certified Pinellas County small business enterprise subconsultants for individual work assignments valued at $50,000 or greater, unless the prime firm itself is an SBE. Minority business status also carries evaluation weight at 25 points. The procurement will replace the existing contract 21-0137 CN(SS), which currently engages eight consultants with individual contract caps of $1,500,000 per consultant over the five-year term, and the new contract is anticipated to maintain a similar per-consultant cap structure. All work assignments will be issued on an as-needed basis with individual scopes of work and not-to-exceed budgets established prior to authorization, with compensation determined on a project-by-project basis using either lump-sum fees for defined scopes or fully loaded hourly rates for indeterminate work. The contract is governed by Florida Statute 287.055 (Consultants' Competitive Negotiation Act) and includes federal grant provisions applicable to projects receiving FEMA or other federal funding, with compliance requirements including prevailing wage standards, equal employment opportunity obligations, Davis-Bacon Act requirements for construction contracts, and environmental compliance under the Clean Air Act and Federal Water Pollution Control Act. All work must be performed under the supervision of a Florida-registered professional engineer in the appropriate discipline, and all work products become the property of the County upon completion or contract termination.
