About this file
This is a Staff Report from the Pinellas County Board of County Commissioners requesting approval of a Request for Proposal (RFP) for Environmental and Stormwater Engineering Professional Continuing Consulting Services. The County is seeking qualified consultants to provide multidisciplinary environmental and stormwater engineering support to the Divisions of Environmental Management and Stormwater. Typical work includes updating Watershed Management Plans and ICPR models, designing stormwater improvement projects incorporating green infrastructure and nature-based restoration, reviewing hydrologic and hydraulic data, performing quality control and peer reviews, conducting water quality and biological monitoring, resource mapping, and providing general environmental services. The contract will replace the existing contract 21-0137 CN(SS) and is anticipated to have multiple consultants selected. The contract term is five years (2026-2031) with no mention of renewal options provided in this document.
The current contract structure maintains a $1,500,000 contract limit per consultant over the five-year term, with the current agreement engaging eight consultants. Fiscal impact will be dependent on specific projects conducted under the new agreement. The work supports the County's Strategic Plan objectives regarding resilient infrastructure, environmental quality, resilience and adaptation, and improved service delivery efficiency. The Director of Public Works, Kelli Hammer Levy, is the staff member responsible for this procurement. No specific response deadlines, due dates, bidder's conferences, or award dates are identified in this staff report.
