About this opportunity

The City of Westerville, Ohio is issuing a Request for Information on Enterprise Infrastructure Asset Management and Planning & Development Software, with responses due June 10, 2026 at 5:00 p.m. EDT. This RFI is for information-gathering purposes only and does not constitute a commitment to issue a future solicitation or award a contract.

The City seeks vendor information on cloud-based SaaS solutions capable of handling asset management, permitting, licensing, inspections, and code enforcement workflows. Vendors must address both enterprise asset management and planning & development functionality, technical architecture including Esri ArcGIS integration capabilities, implementation methodology and timelines, support structure, and high-level budgetary pricing estimates broken into software licensing/subscription costs, one-time implementation services costs, and ongoing maintenance and support fees. Required technical features include mobile field applications, 311 integration, US data residency, AES-256 encryption, TLS 1.2 or higher, single sign-on and SCIM integration, multi-factor authentication, and support for 99.9% availability. The City currently operates a mature EAM implementation and seeks solutions that integrate with existing systems.

Responses must be submitted in PDF format via Bonfire at https://westerville.bonfirehub.com/opportunities/238014. Questions are due June 3, 2026 at 5:00 p.m. EDT; the City will post Q&A responses by addendum on June 5, 2026. All RFI responses become public records under Ohio Public Records Law. The point of contact is Langdon Sanders, Data Quality Manager, at Bids@westerville.org.
