About this opportunity

The City of St. Petersburg, Florida, located in Pinellas County, is seeking a Construction Manager at Risk for the Enoch Davis Recreation Center Improvements project (Project No. 23096-100). The procurement involves a comprehensive construction management services contract for improving an 18,000 square-foot multiservice community center and consolidating it with an adjacent 14,000 square-foot library into a 53,000 square-foot facility. Qualified construction management firms must be licensed as general contractors in Florida and will be responsible for participating in design meetings, conducting cost estimating, performing constructability and value engineering analyses, developing project schedules, and managing overall construction execution. The contract comprises two phases: a pre-construction services phase with a fixed fee and a construction phase where the Construction Manager will serve as the single point of responsibility and publicly bid trade contracts. The solicitation was released on December 11, 2025, with key dates including a question deadline of January 6, 2026, question responses by January 13, 2026, and proposal submissions due January 20, 2026, at 3:00 pm via the City's online procurement portal. Evaluation criteria include Team Background & Key Staff Availability (33 points), Experience and Relevant Project Examples (25 points), and Project Approach (22 points), with the project requiring LEED Gold certification.

The procurement includes specific Small Business Enterprise (SBE), Women-Owned Business Enterprise (WMBE), Minority Business Enterprise (MBE), and Disadvantaged Business Enterprise (DBE) participation requirements. Respondents must conduct Level 2 criminal background screenings for all employees and subcontractors and comply with E-Verify requirements. The project requires comprehensive insurance coverage, including Commercial General Liability ($8,000,000 per occurrence), Workers' Compensation, Pollution Liability ($2,000,000), and Builder's Risk insurance. While no specific award value is explicitly stated, the solicitation indicates that reference projects must have a contract value exceeding $20,000,000, suggesting a significant project scope. Shortlisted respondents will be invited to interviews on February 18, 2026, with final City Council approval required before contract execution. The Construction Manager must provide a Public Construction Bond and maintain insurance policies naming the City of St. Petersburg as an additional insured, with all policies requiring insurers licensed in Florida and rated at least A- by AM Best's Rating Services.
