About this file
This is a Statement of Qualifications Requirements document issued by the City of St. Petersburg, Florida, for a Construction Manager at Risk services contract for the Enoch Davis Recreation Center Improvements project. The solicitation requires qualified construction management firms to provide pre-construction services including value engineering, constructability analysis, cost estimating, and Guaranteed Maximum Price (GMP) development, followed by a construction phase where the Construction Manager serves as the single point of responsibility for project execution and publicly bidding all trade contracts. Proposals are limited to 35 pages and must be submitted by January 20, 2026, at 3:00 pm via the City's online procurement portal. Shortlisted respondents will participate in interviews scheduled for February 18, 2026, with final City Council approval required before contract execution. All respondents must be licensed as general contractors in the State of Florida pursuant to Chapter 489 Florida Statutes.
The Statement of Qualifications must include a transmittal letter, table of contents, project team composition, key personnel information with resumes limited to one page per individual, five reference projects completed within ten years with contract values exceeding $20,000,000, firm-specific qualifications, three client references, disclosure of any contractual failures or litigation, supplier diversity certifications (MBE, WBE, DBE, SBE), and current Florida licenses. The project manager and approved substitute must each possess a minimum of five years of applicable experience and remain assigned throughout the contract term without replacement without prior written City approval. All key personnel must commit to specified percentages of available time, and the firm must demonstrate the ability to work cooperatively with multiple clients and subcontractors. The evaluation criteria emphasize Team Background & Key Staff Availability (33 points), Experience and Relevant Project Examples (25 points), and Project Approach (22 points), with LEED Gold certification required for the project.
