About this opportunity

Orange County Department of Parks, Recreation and Conservation is requesting proposals for engineering services to rehabilitate the fire-damaged Plum Point Lane Bridge in New Windsor, New York, with proposals due September 10, 2026 at 4:00 p.m. The mandatory site visit occurred August 19, 2026; questions were due August 25, 2026.

The Plum Point Lane Bridge is a three-span steel girder structure with timber trestle piers originally constructed in 1930 and rehabilitated in 1993, currently closed to traffic following fire damage to Pier 1 sustained in August 2024. Engineering services span four phases: Data Collection and Analysis (two months); Detailed Design (four months); Bidding Phase support; and Construction Phase administration with inspection services. The contract term extends through issuance of the final Certificate for Payment or ninety days after substantial completion, with County discretion to extend on identical terms.

The bridge crosses an active CSX Transportation railway line. Inspection by Barton & Loguidice documented 100% section loss at the base of one column, 50–75% section loss to two adjacent columns, and vertical checks to 4 inches deep. Temporary repairs are estimated at $150,000; permanent repairs involving complete replacement of both timber pier frames at Pier 1 with steel pier frames and additional longitudinal bracing at Pier 2 are estimated at $450,000. An estimated $20,000 for railroad permitting, inspection, and flagging is reimbursed at cost with no mark-up. Offerors must provide lump-sum fees for each service phase covering travel, expenses, communications, and labor; hourly rate schedules for calendar years 2026–2030 for additional services; and reimbursables schedules. No bonding is required.

Evaluation weighs qualifications and experience (25 points), technical proposal availability (15 points), understanding of scope (25 points), and price (15 points), totaling 80 points. Award goes to the highest-scoring responsive offeror. Offerors must demonstrate minimum five years' experience providing similar services and hold New York State licensure as professional architects or engineers or firms with Certificate of Authorization. Orange County Local Law No. 13 of 2013 (Pay-to-Play) applies; proposers must complete Form A and submit with the proposal. No prior awards for identical or substantially similar contracts have been made within the past five years.
