About this file
This is an addendum document to a Request for Proposals (RFP) issued by the Orange County Department of Parks, Recreation and Conservation for engineering services related to the rehabilitation of the Plum Point Lane Bridge in New Windsor, New York. The project addresses fire damage sustained by the three-span steel girder structure in August 2024, which resulted in significant section loss to timber trestle piers originally constructed in 1930 and rehabilitated in 1993. Engineering services are organized into four phases: Data Collection and Analysis (two months), Detailed Design (four months), Bidding Phase support, and Construction Phase administration with inspection services. The mandatory site visit occurred on August 19, 2026, and written questions were due by August 25, 2026 at 3:00 p.m. to generalservices@orangecountygov.com. Proposals were due September 10, 2026 at 4:00 p.m. The contract term extends through issuance of the final Certificate for Payment or ninety days after substantial completion, with the County retaining discretion to extend on identical terms.
Offerors must submit lump-sum fees for each service phase covering all travel, expenses, communications, and labor, along with hourly rate schedules for calendar years 2026-2030 for additional services and reimbursables schedules. No bonding is required. Permanent repair estimates total $450,000 involving complete replacement of timber pier frames at Pier 1 with steel pier frames; temporary repairs are estimated at $150,000, and railroad permitting, inspection, and flagging costs of approximately $20,000 are reimbursed at cost with no mark-up. Evaluation criteria award 25 points for qualifications and experience, 15 points for technical proposal availability, 25 points for understanding of scope, and 15 points for price, totaling 80 points. Award will be made to the highest-scoring responsive offeror. Offerors must demonstrate minimum five years' experience providing similar services and hold New York State licensure as professional architects or engineers or possess a Certificate of Authorization. Orange County Local Law No. 13 of 2013 (Pay-to-Play) applies; proposers must complete Form A with their submission. No prior awards for identical or substantially similar contracts have been made within the past five years.
