About this file
This is Addendum A to Request for Proposals RFP-PAR02-26 issued by Orange County Department of General Services for Engineering Services for Plum Point Lane Bridge Rehabilitation. The addendum addresses twelve vendor questions regarding project timeline, funding, oversight, hazardous materials, design standards, and documentation availability. The County anticipates that the design phase will be completed, followed by a two-month interval before the project goes to bid for construction contractors, with construction commencing two months after the bidding process begins. The mandatory site visit occurred on August 19, 2026, with questions due by August 25, 2026, and proposals due September 10, 2026 at 4:00 p.m. The contract term extends through issuance of the final Certificate for Payment or ninety days after substantial completion, with County discretion to extend on identical terms. Part 1 of the scope of services shall be completed by month 2 and Part 2 by month 4, although the County will consider extending these timeframes if warranted by project complexity, agency coordination, or additional investigation requirements.
The project is funded through County capital funding sources rather than state or federal grants. NYSDOT will not administer, oversee, or provide design review and approval for any phase of the project. No hazardous materials testing has been completed; the Engineer must coordinate for such testing in accordance with industry standards. The addendum confirms that no tree removal restrictions exist within the project limits and that all available historical documentation, including 1930 record plans, 1992 record drawings, geotechnical data, and 1917 New York Central Railroad maps, have been published with the original RFP. The County provides attachments regarding CSX Transportation right-of-way information, including a Temporary Right of Way Entry Agreement, Statement of Fees, and sample Certificate of Insurance, as the bridge crosses an active CSX Transportation railway line.
