About this opportunity

Auburn University is requesting proposals for structural assessment and repair design of the sundeck at Gaffney Fitness Center in Fort Meade, Maryland, with proposals due August 26, 2026 and questions due August 19, 2026. The Engineer of Record must be licensed in Maryland; all project personnel must be U.S. citizens and pass NCIC Level III background checks and Fort Meade installation security requirements.

The scope encompasses a Structural Inspection Report, an Interim Load Rating for the deteriorated structure, a 60% Design Submittal, and a 100% Final Design Submittal producing permit-ready construction documents for repair and partial replacement of the sundeck's steel substructure and timber decking. Deliverables are due sequentially within 60, 60, 90, and 120 days respectively from Notice to Proceed. The prior 2019–2026 U.S. Army Corps of Engineers design analysis identifies primary beam deterioration (existing W12 beams overstressed; W8 beams adequate without deterioration), mandates replacement with W12×45 beams and W8 beam spacing reduction from 4 feet to 2 feet, and specifies design loads of 125 psf including mechanical equipment. All final design documents, calculations, and load-rating certifications must be stamped and sealed by a Maryland-licensed PE/SE and comply with ASCE7-16 and AISC standards.

The period of performance runs from September 30, 2026 through February 28, 2027. The awardee must maintain professional liability insurance of $1 million per claim and $3 million annual aggregate, plus commercial general liability, workers' compensation, and commercial automobile liability. Auburn University reserves the right to adjust scope and re-approach proposers after initial submissions.

Evaluation weights qualifications and experience of the project team (50%), past performance with references (45%), and proposal strategy and approach (5%). Following initial proposal evaluation, pricing must be submitted within three days of Auburn University's request. Auburn University is committed to Small Business and Small Disadvantaged Business participation and requires contractors to make every effort to utilize such suppliers as subcontractors, with reporting required throughout the contract duration. Bidders with Alabama offices or employees must submit an E-Verify Memorandum of Understanding.
