Section I. Request for Proposal

Statement of Purpose

Auburn University is seeking to contract with a Service Provider capable of providing assessment and repair design of the Sundeck at Gaffney Fitness Center in Fort Meade, Maryland.

Scope of work

1. GENERAL: This is a non-personal services agreement for support services to the Engineering Division at Fort Meade, Maryland. The Government shall not exercise any supervision or control over the Service Provider performing the services herein. Such Service Providers shall be accountable solely to Auburn who, in turn, is responsible to the Government.

DESCRIPTION OF SERVICES/INTRODUCTION: The Service Provider shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform support services, as defined in this Scope of Work (SOW), except for those items specified as government furnished property and services.

The professional Engineering and design services requested are required to conduct a comprehensive structural evaluation and subsequent design of a partial replacement and/or repair of the elevated sundeck at the Gaffney Fitness Center.

To ensure life safety and structural integrity, the Service Provider’s Engineer of Record shall analyze the existing steel substructure for material defects, corrosion, and structural deficiencies. Concurrently, the Engineer of Record (EoR) must develop a certified load rating for the current structure. Because the Gaffney Fitness Center must remain fully operational and open to the public for the duration of this project, this load rating is vital to establishing safe occupancy thresholds and temporary operational limits during the transition period. Ultimately, the consultant shall utilize these diagnostic findings to develop a complete, permit-ready design package for an eventual comprehensive replacement of the sundeck and its supporting steel substructure. This design will also include the recommended coating treatment/primer for the new and existing steel structure.

BACKGROUND AND EXISTING CONDITIONS: The Gaffney Physical Fitness Center (Building 6330) was designed and constructed in the early 1970s to serve the military community of Fort Meade, Maryland. The primary mission of this facility is to provide service members, their families, and Department of Defense (DoD) civilians with activities that enhance mental, social, emotional, and physical resilience, directly promoting military readiness through physical conditioning.

The facility is a 37,852-square-foot structure featuring a cardiovascular and strength training room, two racquetball courts, a 25-meter heated indoor swimming pool, and locker rooms. An exterior elevated sundeck constructed of timber planks supported by a steel substructure wraps around the southern and western sides of the building. This sundeck serves as a secondary egress path for the facility and extends directly over the entrance to the building's main basement mechanical room and various mechanical equipment.

A comprehensive structural evaluation conducted by the U.S. Army Corps of Engineers (USACE) between 2018 and 2021—detailed in the attached "REPAIR GAFFNEY FITNESS CENTER" 95% Plans and Design Analysis Report— identified several structural deficiencies within the sundeck's supporting system. These historical defects have either persisted in their original state or have actively deteriorated further since the initial inspections.

As part of their analysis, USACE determined that the existing steel columns were generally free of significant corrosion, exhibited no structural damage, and remained capable of carrying their designated design loads. However, the integrity of the horizontal framing was heavily compromised. The majority of the noted structural defects, including severe deterioration and section loss, were concentrated within the various steel beam shapes situated directly beneath the timber decking. In addition, USACE’s analysis report concluded that most of the primary steel beam sections already lacked sufficient capacity to meet modern structural code standards, even prior to accounting for material degradation. Ongoing rust and section loss have further reduced this load-bearing capacity. When the report was issued, USACE recommended that a substantial portion of the elevated sundeck substructure be completely removed and replaced with new structural steel framing and timber decking to restore structural integrity.

As of June 2026, the deck has been closed by Garrison Safety personnel, with the egress path blocked, as a precaution.

QUALIFICATIONS:

The EoR selected for this project shall demonstrate significant experience to ensure the successful and timely completion of the work. The EoR shall meet the following minimum qualifications:

• All structural inspections, load analyses, and replacement designs must be directly overseen and certified by an EoR who holds an active Professional Engineer (PE) or Structural Engineer (SE) license and is registered in the State of Maryland.

• The EoR must possess a demonstrated background specifically focused on structural inspections, load capacity analysis, and the design of structural steel and timber systems. The design team is required to provide documentation of its regional experience executing comparable structural engineering projects within the State of Maryland or the broader Mid-Atlantic region. A copy of the Engineer of Record’s PE/SE license must be submitted along with this proposal.

• All final design drawings, structural calculations, and the critical interim load rating documentation must be formally stamped and sealed by the Maryland-licensed PE or SE.

SCOPE OF SERVICES:

At least fourteen business days prior to the commencement of any onsite activities, the EoR shall notify Auburn University and DPW in writing. In addition, the EoR shall hold a pre-work conference with AU and DPW so as to establish clear lines of communication, confirm project logistics and data requirements, and review the overall timeline of construction to ensure a successful project execution.

Initially, the EoR shall conduct a thorough, on-site physical inspection of the existing sundeck and its underlying steel substructure. Building upon the historical data provided in the 2018–2021 USACE report, the engineer must document the current extent of structural deterioration, paying specific attention to ongoing corrosion, section loss, and the condition of the timber decking. As the fitness center will remain fully operational throughout the project, the EoR must perform an analysis to determine a safe interim load rating for the current, deteriorated structure. This stamped and certified rating will establish the maximum allowable occupancy and loading conditions for the sundeck, serving as a baseline until the structure can be replaced.

Following the inspection and load rating, the EoR shall develop a complete design package for the replacement and/or repair of portions of the sundeck and its steel substructure. To ensure alignment with DPW requirements and military construction standards, the design effort shall be iterative. The EoR is required to submit the design package for formal Auburn University and DPW review and comment at two specific milestones: a 60% Design Submittal and a final 100% Design (Issued for Construction Ready) Submittal. It is important to note that the goal of this effort is to not fully replace the Sundeck and its substructure – DPW wants only to achieve a stable, safe condition for the immediate future. Repair of the existing elements should be the focus, with outright replacement reserved only for those members where it is deemed absolutely necessary (with the exception of the deck boards). It is not a goal to achieve a load rating on the deck beyond what is capable of the existing structure (were it fully intact), merely DPW is seeking to understand what an accurate load rating may be once the irreparable and reparable elements are sufficiently dealt with. Once established, the new loading shall be enforced by DPW on the repaired structure. As stated earlier – it is a function of this project to at least replace the existing timber deck boards which are, by and large, in an irreparable state.

TIME FRAMES AND DELIVERABLES:

The project period of performance for this project shall be: 5 months from the official Date of Award.

Based on the defined Scope of Services, the Service Provider is required to submit the following formal deliverables to Auburn University and the Directorate of Public Works (DPW):
