About this opportunity
Broward County Water and Wastewater Services is requesting proposals for professional design and engineering consulting services for a new Regional Biosolids Drying Facility under the Consultants' Competitive Negotiation Act, with proposals due September 14, 2026. The 25 percent County Business Enterprise (CBE) goal participation requirement is mandatory.
The scope encompasses all activities to deliver a complete Basis of Design Report (BODR), technical and supporting reports, evaluation of existing solids production and dewatered biosolids analysis, solids-loading projections, and design criteria for a thermal drying facility processing approximately 39,000 dry tons of biosolids annually by 2043. The facility will utilize a belt drying system with N+1 redundancy configured for a minimum evaporative capacity of 64,000 pounds of water per hour, achieving Class AA biosolids quality under Florida and federal environmental regulations. Work is performed at the proposed facility site at or near 3100 North Powerline Road in Pompano Beach, Florida. The consultant will serve as Engineer of Record throughout construction. The engagement spans four phases: Phase I Preliminary Engineering (6 months), Phase II Design and Permitting (12 months), Phase III GMP Development Support (6 months), and Phase IV Engineering Services During Construction (24 months).
The total estimated budget is $50 million. Evaluation allocates 65 points across seven criteria: Ability of Professional Personnel (25 points), Project Approach (30 points), Past Performance (30 points), Workload of Firm (5 points), Location (5 points), Willingness to Meet Time and Budget Requirements (2 points), and Volume of Previous Work (3 points). Vendors must demonstrate experience with thermal biosolids drying facilities and multiple sludge types and show past performance on projects with design capacity of approximately 700–800 wet tons per day or 38,000–39,000 dry tons per year, with preference given to Florida projects successfully commissioned within the United States. Vendors must submit minimum three project references and demonstrate regulatory expertise with Florida Department of Environmental Protection permitting, Chapter 62-640 Florida Administrative Code, 40 CFR Part 503, and air permitting for thermal drying systems.
Vendors must hold a Florida Professional Engineer license, maintain minimum insurance as specified, submit financial statements (two years), and certify compliance with drug-free workplace, non-collusion, public entities crimes, and scrutinized companies list requirements. A local-vendor preference under Broward County Code Section 1-74 applies. Tiebreaker criteria include Location Certification, Domestic Partnership Act Certification, Drug-Free Workplace Certification, and Volume of Previous Payments Attestation. Addendum No. 1 revised the Standard Agreement Form to BCF 202 (7/1/2026 version) and added CBE goal participation forms and an analytical report dated June 10, 2026. Two proposers submitted responses: Brown and Caldwell and Black & Veatch.
