SCOPE OF SERVICES

Engineering Services for Regional Biosolids Facility Design

A. Background

1. Broward County (County) seeks a qualified engineering firm (Consultant) to provide design, permitting, and technical support during development of the Guaranteed Maximum Price (GMP) by the Managing General Contractor (MGC) as well as engineering services during construction for a new Regional Biosolids Drying Facility to be constructed at or near 3100 North Powerline Road, Pompano Beach, Florida, in close proximity to the County’s North Regional Wastewater Treatment

Plant (NRWWTP). This Project supports the development of a long-term regional biosolids management solution in the form of a new regional biosolids drying facility (Regional Biosolids Drying

Facility) to address diminishing land-application capacity, rising disposal costs, and increasingly stringent regulatory requirements in the State of Florida. The County intends to deliver the Project through an MGC project delivery method. An MGC will be procured under a separate solicitation to provide pre-construction services and construction services, including development of the GMP. The

Consultant shall coordinate with the County’s selected MGC during design and construction phases of the Project.

2. The Consultant’s design for the Regional Biosolids Drying Facility shall provide a complete thermal drying process for dewatered municipal biosolids to achieve Class AA quality in full compliance with

Chapter 62-640, Florida Administrative Code (F.A.C.). Consultant’s design must also satisfy all applicable requirements of the Florida Department of Environmental Protection (FDEP) and the

United States Environmental Protection Agency (EPA) under 40 Code of Federal Regulations (CFR)

Part 503. The facility shall be designed for continuous operation while meeting all applicable FDEP and EPA standards for biosolids treatment and beneficial reuse.

3. The Regional Biosolids Solutions (RBS) Work Group, established in 2022-2023, is a regional coordination among eleven utilities, including Broward County Water and Wastewater Services

(WWS), Cooper City, Coral Springs Improvement District, Town of Davie, City of Fort Lauderdale, City of Hollywood, City of Margate, City of Miramar, City of Pembroke Pines, City of Plantation, and City of Sunrise. Dewatered biosolids from each participating utility will be hauled to the Regional Biosolids

Drying Facility for thermal drying and final processing. The facility will be designed for the full maximum receiving capacity based on the combined regionally projected biosolids tonnage from all eleven utilities. This design capacity will be established regardless of whether each utility ultimately utilizes the facility or commits to long‑term participation. Each utility may share in the cost determined from the percent of biosolid tonnage generated from their individual treatment Plants and estimated to be delivered to the facility. If the designed capacity is not needed immediately, it will be addressed in the early portions of bidding process of the construction phase. The County will own and operate the facility and manage the final product.

4. The RBS Work Group is collectively projected to generate approximately 39,000 dry tons of biosolids annually by the year 2043. The average total solids content of the dewatered cake is estimated at

15–16 percent and may include a combination of anaerobically digested, aerobically digested, and undigested waste-activated sludge. The thermal drying system must be designed by the Consultant for a minimum evaporative capacity of 64,000 pounds of water per hour, with an installed capacity not less than 76,000 pounds of water per hour and will incorporate an N+1 redundancy configuration

(normal operation with an additional unit) to ensure continuous operation.

5. Following a detailed dryer technology evaluation, the RBS Work Group selected belt drying as the preferred process for the Regional Biosolids Drying Facility. Therefore, the Regional Biosolids Drying

Facility will utilize a multi-train belt drying system with pelletizers as the core technology, providing a proven, energy-efficient, and scalable solution suitable for large-scale biosolids processing.

Consultant’s design shall provide flexibility for future expansion and integration with advanced thermal-treatment technologies for regulatorily driven requirements such as Per-and Polyfluoroalkyl

Substances (PFAS) destruction.

6. The Project site is owned by the County and currently contains the existing septage receiving system operated by WWS. Relocation and incorporation of that facility will be included in the Consultant’s design to accommodate the construction of the new Regional Biosolids Drying Facility. The selected location provides direct access to major utilities, transportation corridors, and the NRWWTP, ensuring operational efficiency and future expansion potential.

B. General Description of Services

1. The Services include professional engineering services for the design, permitting, technical support during GMP development by the MGC, and engineering services during construction of a new

Regional Biosolids Drying Facility. The Consultant shall perform all activities necessary to deliver a complete Basis of Design Report (BODR), including preparation of technical and supporting reports as required. Services include evaluation of existing solids production and dewatered biosolids analysis, development of solids-loading projections and design criteria. Performance of hydraulic, structural, mechanical, electrical, and site analyses, including topographic and geotechnical investigations. The Consultant shall prepare cost estimates, project schedules, and permit applications in accordance with County standards, coordinate with regulatory agencies, and participate in public outreach and engagement. Technical assistance shall also be provided by the

Consultant to WWS and participating RBS Work Group members to support interlocal agreements, data validation, and regional integration. The preliminary design criteria documented in the Regional

Biosolids Solution Conceptual Study - Phase 2 (Brown and Caldwell, April 2025) shall serve as the technical foundation for this work.

2. Beginning at the 30% design milestone, the Consultant shall coordinate with the MGC to support constructability reviews, cost validation, phased construction planning, and reconciliation of scope of work with cost estimates prepared by the MGC. The Consultant shall remain the Engineer of Record

(EOR) and retain full professional responsibility for the Construction Documents.

3. The Consultant shall prepare detailed construction drawings and technical specifications for the

Regional Biosolids Drying Facility. The Consultant’s design shall include cake receiving and storage systems with truck unloading areas, live-bottom hoppers, silos, and conveyance equipment sized for continuous and reliable feed to the drying system. The thermal-drying process designed by the

Consultant shall consist of multiple belt-dryer trains with N+1 redundancy, incorporating cake-feeding and back-mixing systems, heating and condensing units, pelletizers, and automated process controls to achieve Class AA biosolids. The Consultant’s design for product handling and storage shall include dried-product conveyance, storage silos, truck loadout facilities, and odor and air-pollution control systems.

4. The Consultant’s design for supporting infrastructure shall include new electrical service, natural-gas supply, reclaimed and potable water connections, process and condensate piping, cooling towers, heat exchangers, fire-protection and safety systems, HVAC, lighting, stormwater management, and an integrated Supervisory Control and Data Acquisition (SCADA) system for process monitoring and control.
