About this opportunity
The City of West Sacramento is soliciting proposals for engineering design services to rehabilitate Well 22, a dormant groundwater well located at 964 Oak Street, or to design a replacement well if rehabilitation proves infeasible. The project, funded through the U.S. Bureau of Reclamation's WaterSMART Drought Response Program Grant, requires a consultant with expertise in groundwater well design, municipal water infrastructure, and federally funded project delivery. Key deliverables include complete design documents, regulatory compliance support, production capacity testing, and a Title 22 water quality analysis to determine potential additional treatment infrastructure needs. The RFP was released on July 9, 2025, with a pre-proposal meeting scheduled for July 17, 2025, and a question submission deadline of July 22, 2025. Proposals are due by August 5, 2025, at 2:00 pm, with an initial contract term of up to 3 years and potential extensions for two additional one-year terms. The evaluation criteria include proposer qualifications (29.3%), proven ability (25.3%), technical approach (40.4%), and acceptance of the city's standard contract (5.1%).
The project appears to have an emphasis on supporting disadvantaged neighborhoods in the North Area of West Sacramento, specifically Broderick and Bryte. While no specific set-aside designations are explicitly mentioned, the project will likely require compliance with federal Disadvantaged Business Enterprise (DBE) participation requirements. The total project budget is $3,937,276, split evenly between federal and non-federal funding sources, with $3,383,375 allocated to construction-related costs. The well rehabilitation is critical for water supply resilience, particularly during drought conditions, and will serve approximately 53,600 residents who currently rely on a single surface water source. The project involves designing a well with stainless steel casing to prevent previous issues of scale and organic buildup, with an anticipated production capacity that meets current Maximum Contaminant Level (MCL) regulations. The existing Well 22, originally constructed in 1974, was previously taken offline before modern regulatory standards were established, and the new design will aim to create a reliable potable water supply for the community.

STATEMENT OF PURPOSE
The City of West Sacramento is soliciting proposals from qualified firms or individuals ("Proposer") to provide design for the Well 22 Rehabilitation Project. More details on the City's needs for this work are provided in the Scope of Work.
The purpose of this RFP is to retain professional engineering services to design the rehabilitation of Well 22 and if rehabilitation is to be found to be infeasible then to design a new groundwater well to replace the existing Well 22.
The condition of the existing well casing was evaluated through swabbing, purging, and downhole video inspection (Attachment D). The original well previously operated with chlorine injection and was taken offline prior to the establishment of modern Maximum Contaminant Level (MCL) regulations. The new well will be designed to meet current regulatory standards, with production capacity testing and a Title 22 water quality analysis to determine if additional treatment infrastructure is required.
Through this RFP, the City seeks a consultant with expertise in groundwater well design, municipal water infrastructure, and federally funded project delivery. The selected firm will be responsible for developing complete design documents and supporting regulatory compliance, bidding and construction to ensure the timely and successful completion of this critical water supply project.
Each qualified Proposer is to submit a proposal in conformity with the terms of this Request for Proposal ("RFP") by the deadline below ("Proposal"). The Proposer selected by the City pursuant to the terms of this RFP and the City's contracting procedures, if any is selected, is referred to herein as "Contractor."
