About this opportunity
The City of Jackson, Michigan is requesting proposals for pavement maintenance consisting of crackfilling, sealcoating, and striping on five parking lots—Lots 3, 8, and 20 in the downtown Central Business District, and the Boos Recreation Center and King Recreation Center parking lots—with proposals due July 23, 2026 at 1:00 p.m. This project is funded through Community Development Block Grant (CDBG) assistance and carries mandatory federal compliance requirements including affirmative action steps to ensure participation by small and minority-owned businesses, women's business enterprises, and labor surplus area firms, as well as Section 3 of the Housing and Urban Development Act of 1968 employment opportunity mandates for low- and very low-income persons.
The scope encompasses 24,520 square yards of pavement across 525 parking spaces (498 standard, 27 ADA-accessible). Work includes crackfill, sealcoat, and striping at four locations and pavement markings only at Lot 3. Materials must comply with Michigan Department of Transportation Standard Specifications: crackfill materials meeting Section 914, sealcoat conforming to Federal Specification RP-355e for Coal Tar Emulsion Sealer applied at 4 to 6 pounds of silica sand per gallon, and pavement markings using waterborne paint meeting Section 920. The contractor must perform surface preparation including heat lancing, wire-wheeling, and debris cleaning, supply all barricades, signs, and traffic control devices, and maintain pavement marking patterns matching existing standards unless directed otherwise by the Parking Manager. Work may require evening, night, and weekend scheduling to minimize disruption.
Bids are submitted on a lump sum basis per parking lot. For contracts valued at $50,000 or greater, contractors must provide performance bonds at 100% of contract price, labor and material payment bonds at 100%, and maintenance and guarantee bonds at 25%. Bid security of 5% (certified check or bid bond) is required. Commercial general liability insurance with minimum limits of $1,000,000 each occurrence and $1,000,000 aggregate, worker's compensation, and automobile liability insurance are mandatory. Contractors must execute contracts within 10 days of award and commence work within 5 days of Notice to Proceed. All work must be completed by October 15, 2026. Liquidated damages are assessed at $200 per day for contractor-caused delays. Monthly partial payments are made at 90% of work value; final payment upon completion and acceptance. The City reserves the right to reject all bids and award to the single lowest responsible bidder, with final award subject to City Council approval for contracts exceeding $75,000. Compliance with equal employment opportunity requirements, non-discrimination policies, and the City's Responsible Contractor Ordinance is mandatory.
