About this opportunity
The Pennsylvania Department of Corrections is procuring replacement Energy Wheels for maintenance purposes at State Correctional Institution (SCI) Benner, located at 301 Institution Drive in Bellefonte, Centre County, Pennsylvania. This procurement was posted on February 19, 2026, with a submission deadline of March 11, 2026. Bidders must provide detailed bid specifications for all items and complete and submit several mandatory forms with their responses, including the Reciprocal Limitations Act Requirements (GSPUR-89), Worker Protection and Investment Certification (BOP-2201), and Executive Order Terms and Conditions documentation. The estimated quantity of services and materials is subject to adjustment during the contract period; if actual usage exceeds the original estimate, the contractor agrees to provide additional units at the original contract unit rate. Payment will be made only for actual services and goods provided to the Commonwealth through the Automated Clearing House (ACH) system, with invoices submitted electronically to RA-OB69180@pa.gov and courtesy copies sent to the ordering institution. Contractors must submit ACH banking information in the Commonwealth's procurement system (SRM) within 10 days of contract award, and each invoice must include a unique invoice number to align with state remittance advice.
The Reciprocal Limitations Act Requirements establish that Pennsylvania grants preferences to in-state bidders and products ranging from 2 to 15 percent depending on the state of origin and product category, with reciprocal preferences applied to bidders from specific states including Alaska, Arizona, California, Connecticut, Montana, New Mexico, South Carolina, West Virginia, and Wyoming. Bidders are required to disclose the state or country of manufacture for each item and complete bidder residency information, with mandatory state-of-manufacture disclosure required within two business days following notification or face bid rejection. The procurement does not specify set-aside designations for disadvantaged enterprises, incumbent vendors, or current contractors, and no award value or budget range is disclosed in the available documentation. Failure to comply with invoicing requirements, submit accurate invoices to the designated bill-to address, or complete all required forms and documentation may result in bid rejection as non-responsive, payment delays, or holds on invoice processing by the Comptroller until corrections are made.
