About this file

This is a Statement of Work for an Invitation to Qualify (ITQ) Contract issued by the Commonwealth of Pennsylvania's Department of General Services (DGS), Bureau of Procurement, seeking to qualify contractors for various energy supply and energy management services. The contract will run from July 1, 2025, to June 30, 2030, with an option to renew for one additional five-year term. The ITQ covers six distinct service categories: Electricity Supply Services, Natural Gas Supply Services, Renewable Attribute Services, Electricity Management Services, Carbon-Free Electricity Sourced Supply Services, and Renewable Natural Gas Sourced Supply Services. Qualified contractors will be invited to respond to Requests for Quotes (RFQs) for these services, which may include electricity and natural gas supply, renewable energy credit management, electricity generation management, and sourcing from specific carbon-free or renewable energy sources.

Contractors must meet specific qualifications to be eligible, including providing documentation of two years of experience in the selected service category, possessing current and active Pennsylvania Public Utility Commission licenses, and being members in good standing of PJM Interconnection as a load-serving entity where applicable. Additional requirements include completing Iran Free Certification and Worker Protection and Investment Certification forms. The RFQs will be issued on an as-needed basis to Commonwealth agencies and may also be available to Local Public Procurement Units through the COSTARS Provision. Each RFQ will include specific details about term lengths, pricing structures, utility accounts, and evaluation criteria. The contract does not guarantee business to qualified contractors but provides a mechanism for procurement of energy-related services.
