About this opportunity

Granite School District is requesting Statements of Qualifications for employee investigation legal services on an as-needed basis under an RFSQ with proposals due September 30, 2026, anticipating up to three contract awards to the highest-scoring responsive and responsible vendors. Firms must be authorized to provide legal services in Utah and demonstrate five years of experience providing employee investigation services for large school districts or equivalent government entities — a capability filter that will exclude smaller or less specialized practices.

The scope encompasses investigations into employee misconduct, discrimination, harassment, retaliation, policy violations, ethics complaints, and workplace conflicts involving administrators, licensed educators, classified employees, volunteers, and contractors. Deliverables include investigation plans, document and evidence review, witness and complainant interviews, investigative reports suitable for administrative decision-making, consultation on investigative processes, and testimony in administrative hearings and legal proceedings.

The contract term is one year with four optional one-year renewal periods. Pricing will not be evaluated during the qualification phase but will be directly negotiated with the up to three highest-ranked vendors following the evaluation committee's scoring. All pricing must be guaranteed for the contract length, and change orders require prior written approval.

Evaluation criteria are weighted as follows: detailed narrative (30 percent), past work examples (30 percent), resumes (15 percent), references (15 percent), and other relevant experience (10 percent). Qualified firms must submit resumes of assigned personnel, examples of past work, three to five references from large districts or agencies, and maintain Commercial General Liability insurance with minimum limits of $1 million per occurrence and $3 million aggregate, plus Professional Liability insurance with minimum limits of $1 million per occurrence.

Questions are due September 16, 2026. The evaluation committee begins scoring on September 30, with anticipated Board of Education award on October 6, 2026, and contract finalization in October 2026. Proposals must be submitted electronically through Utah Public Procurement Place or in hard copy to Granite School District Purchasing at 2500 South State Street, Salt Lake City, Utah 84115-3110.
