About this opportunity

Tempe Union High School District is soliciting proposals for employee benefits covering medical, pharmacy (Rx), and Employee Assistance Program (EAP) services, with proposals due November 19, 2026, at 2:00 p.m. Arizona time through the OpenGov procurement portal. Awards are determined by product line, and the district anticipates contracts with multiple offerors, though the response sheet requires a single bundled package covering all requested services. The source names no set-aside or local-vendor preference.

Required services include third-party administration for claims, clinical case management, network access, and wellness programs; pharmacy benefit management bundled with medical coverage; and EAP. The response sheet adds HSA administration, disease management, utilization review, stop-loss insurance, and Maricopa County provider network data in Excel. Vendors must provide eligibility administration with online enrollment maintenance, four days of annual open enrollment support in Tempe, bilingual materials, and monthly reporting on enrollment, claims, utilization, and expenses. Customer service must be available Monday through Friday, 8:00 a.m. to 6:00 p.m. Arizona time. Proposals must be net of commissions. Awardees must carry general liability insurance of at least $1 million per occurrence and $2 million aggregate, with a deductible not exceeding $5,000, naming the district as additional insured.

Current self-funded medical plans (BNN and BPN) bundle pharmacy through Banner Aetna. Current medical administration fees are $43.96 per employee per month (PEPM) for the BPN and Choice II plans for 2026–2027, and the EAP service fee is $1.75 PEPM for 2025–2027. The district does not guarantee minimum volume and reserves the right to increase, decrease, or cancel quantities. The district is exploring a third high-deductible health plan effective July 1, 2027. The pharmacy response document requires 100% pass-through of manufacturer rebates at no additional administrative fee and pricing guarantees that do not adjust for membership decreases below 30%.

The anticipated term runs July 1, 2027, through June 30, 2032, with up to four additional one-year renewals if conditions are met and funding is available. Evaluation weights are Responsiveness at 35% (350 points), Qualifications at 30% (300 points), Cost at 25% (250 points), and Past Performance at 10% (100 points). Offerors must achieve at least 500 technical points to receive price evaluation. Board approval is anticipated March 3, 2027.
