About this file

This is a Pharmacy Benefit Manager (PBM) proposal response document for the Tempe Union High School District (TUHSD) in Arizona, soliciting comprehensive employee benefits services including medical, prescription drug, and Employee Assistance Program (EAP) coverage. The RFP requires detailed submissions across multiple tabs addressing bidder information, account team composition, administrative requirements, financial terms, and compliance with federal regulations. Proposals must be submitted through the Procurement Portal by 2:00 pm on Thursday, November 19, 2026, with the contract effective date of July 1, 2027, and an initial five-year term. The document mandates extensive clinical program information, retail and specialty network details, formulary management protocols, and member service capabilities as core requirements for evaluation.

The RFP emphasizes a transparent pricing arrangement with 100% pass-through of all pharmaceutical manufacturer rebates at no additional administrative fees. Pricing guarantees must remain constant throughout the contract term and are not subject to adjustment for claims volume changes, membership decreases of less than 30%, or implementation of high-deductible health plan options. The proposal requires detailed reconciliation of AWP discounts, dispensing fees, and rebate guarantees on a component-by-component basis with dollar-for-dollar shortfall reimbursement. The TUHSD reserves termination rights without cause upon 90-day notice with no financial penalties, and retains extensive audit rights including access to pharmaceutical manufacturer contracts, claims data, and all supporting documentation at no additional cost to the district. The selected PBM must maintain compliance with HIPAA, ERISA, the Affordable Care Act, the No Surprises Act, and other federal and state regulations, with all costs for compliance and regulatory changes included in the base administrative fee.
