About this opportunity
Tempe Union High School District is requesting proposals for voluntary employee dental and vision insurance coverage for a five-year term from July 1, 2027 through June 30, 2032, with proposals due by 2:00 p.m. on November 4, 2026 through the district's Procurement Portal at https://procurement.opengov.com/portal/tuhsd. The district requires bidders to match or closely approximate three existing plan designs: a Cigna DHMO dental plan, a Delta Dental PPO dental plan, and a Davis Vision voluntary vision plan. Any deviations from current benefit schedules must be documented.
The district serves approximately 11,000 students across six high schools in the Greater Phoenix area, spanning the City of Tempe, the Town of Guadalupe, the Gila River Indian Community, parts of Chandler, and Ahwatukee Foothills areas of Phoenix. Eligible employees are active hourly workers regularly scheduled for a minimum of 30 hours per week, with eligible dependents including lawful spouses and children to age 26. Employees pay 100 percent of premiums.
Current premium rates as of July 1, 2026 are DHMO $9.45–$24.41 (employee-only to employee-plus-family), DPPO $37.21–$97.31, and vision $4.78–$13.96 across the same tiers. Historical DHMO enrollment data shows enrollment of 3,374 members in plan year 2023–2024, declining to 2,991 by 2025–2026. The district has provided 36 months of historical claims experience, enrollment data, and benefit schedules to support pricing; bidders requiring access to confidential data must execute a Confidentiality Agreement with Segal, the district's benefits consultant, before release.
Vendors must provide account management with 24-hour response times, customer service Monday through Friday 8:00 a.m.–6:00 p.m. Arizona time, claims administration, provider network maintenance in Maricopa County, eligibility and enrollment administration, bilingual materials, secured internet portal access for reporting, support for four annual open enrollment meetings in Tempe, and seven-year retention of administrative records. All pricing must be guaranteed for a minimum of 12 months, submitted net of commissions. The contract includes an initial one-year term with four optional one-year renewal periods.
