About this opportunity
The Texas Department of Housing and Community Affairs is requesting proposals for Employee Assistance Program services for approximately 393 TDHCA employees and covered individuals, with proposals due July 6, 2026 at 2:00 PM Central Time and written questions due June 18, 2026. A 5% Historically Underutilized Business (HUB) subcontracting goal applies to all responses; VetHUB subcontracting plan completion is mandatory for all vendors regardless of subcontracting intent, and good faith effort documentation is required.
The scope covers assessments, short-term counseling (up to five sessions per person per problem), 24-hour crisis hotline, employee orientations, supervisory training, case management, referrals, promotional materials, monthly newsletters, and quarterly statistical reports. EAP counselors must hold Master's degrees in Social Work or Psychology, or be licensed professional counselors or alcohol and drug abuse counselors. The vendor must maintain service availability across 12 Texas metropolitan areas (Austin, Beaumont, Dallas/Fort Worth, El Paso, Lubbock, Houston, Longview, McAllen, San Antonio, Sherman, Tyler, and Waco) with services within 50 miles of each city.
Pricing is submitted on a per-employee basis for 397 employees multiplied by 12 months for annual cost. The initial contract term runs September 1, 2026 through August 31, 2027, with three optional one-year renewal periods at TDHCA's discretion. Contract execution is anticipated for September 1, 2026.
Evaluation weights are cost (40 points), years of EAP experience (20 points), staff experience (20 points), ability to accommodate field office personnel (10 points), and references (10 points). Respondents must provide three independent references from similar government or commercial projects, audited financial statements or alternative evidence of financial stability, current insurance certificates (minimum $500,000 per occurrence / $1,000,000 general aggregate commercial general liability), and standard compliance certifications. The proposal must remain valid for 90 days from submission.
