About this opportunity
The City of Phoenix, located in Maricopa County, Arizona, is seeking qualified vendors through a Request for Qualification (RFQu-22-HSD-69-1) to provide emergency shelter and heat-related respite operator services for individuals experiencing homelessness. The Human Services Department's Office of Homeless Solutions aims to establish a qualified vendor list for temporary emergency shelter and supportive services, with potential contractors responsible for providing indoor shelter spaces, case management, outreach, engagement, emergency health services, and transportation. Vendors must have at least three years of experience operating emergency shelters, conducting case conferencing, providing supportive services to homeless populations, and working with the Homeless Management Information System (HMIS). The solicitation was released on August 20, 2025, with written inquiries due by September 8, 2025, and final responses due by September 29, 2025, at 5:00 pm. Evaluation criteria will focus on technical capability, demonstrated manpower availability, safety record, and historical performance, with the city reserving the right to award multiple contracts.
Eligible participants include individuals meeting HUD's definition of homeless, such as those literally homeless, at imminent risk of homelessness, or fleeing violence. While no specific set-aside designations were explicitly mentioned, the city will reimburse allowable costs under federal guidelines (2 CFR Part 200), which may include salaries, employee expenses, security services, case management, engagement materials, and program supplies. The contract term is scheduled to expire on June 30, 2028, with an anticipated commencement date of September 1, 2025, or upon City Council award. Although specific budget ranges were not detailed in the provided documents, the comprehensive scope of services suggests a significant investment in addressing homelessness through multi-faceted support mechanisms. Potential vendors should be prepared to integrate with existing homeless management information systems and demonstrate a robust approach to providing comprehensive supportive services for vulnerable populations.
