About this file

The document is a Request for Qualification (RFQu-22-HSD-69-1) issued by the City of Phoenix's Human Services Department, specifically the Office of Homeless Solutions (OHS), seeking qualified vendors to provide emergency shelter/heat related respite operator services and supportive services for individuals experiencing homelessness. The solicitation seeks to establish a qualified vendor list for temporary emergency shelter and supportive services, with vendors potentially being contracted to provide indoor shelter spaces, case management, outreach, engagement, emergency health services, and transportation. The Request for Qualification was released on August 20, 2025, with written inquiries due by September 8, 2025, and responses due by September 29, 2025 at 5:00 pm. The city aims to create a comprehensive approach to serving unsheltered individuals, particularly those most vulnerable, with a focus on connecting them to resources that will help end their homelessness.

The solicitation targets vendors with at least three years of experience in operating emergency shelters, case conferencing, providing supportive services to people experiencing homelessness, and working with the Homeless Management Information System (HMIS). Eligible participants include persons meeting HUD's definition of homeless, such as those literally homeless, at imminent risk of homelessness, or fleeing violence. Eligible costs may include salaries, employee expenses, security services, case management, engagement materials, and program supplies. The city will reimburse costs that are considered "allowable" under federal guidelines, specifically referencing 2 CFR Part 200. Vendors will be evaluated based on their technical capability, demonstrated availability of manpower, safety record, and history of performance, with the city reserving the right to award multiple contracts or reject any or all offers.
