About this opportunity

The State of Minnesota, specifically Hennepin County and Grey Eagle City, is seeking proposals for an Emergency Response Command Vehicle through a formal Request for Proposal (RFP) posted on May 5, 2025, with responses due by May 13, 2025, at 4:00 PM Central Time. The procurement targets a custom-built 2026 or newer 22-foot aluminum dry van emergency vehicle with a walk-through design, intended to serve as a mobile command center for emergency services and disaster response. The vehicle must feature a diesel engine with minimum 300 horsepower, specific chassis and suspension requirements, advanced electrical systems, and comprehensive interior configurations including workstations, communications infrastructure, storage areas, and technical equipment. The evaluation process will be comprehensive, allocating 1000 total points across three phases: acceptance of terms (200 points), specification requirements (400 points), and pricing (400 points). Technical specifications are extremely detailed, covering chassis, exterior design, interior layout, electrical systems, and warranty requirements, with specific point allocations for each category. The anticipated contract term is from June 1, 2025, to May 31, 2026, with potential extensions up to an additional 4 years.

The solicitation encourages participation from diverse businesses, including small businesses, minority-owned, women-owned, veteran-owned, and businesses located in economically disadvantaged counties. Preference points are available for targeted group and veteran-owned businesses, demonstrating a commitment to inclusive procurement practices. The RFP requires vendors to be registered in the state's Supplier Portal and submit all responses electronically, with non-electronic and email submissions explicitly prohibited. The estimated total contract value ranges from $550,000 to $650,000 for the initial one-year term, though this is not construed as a minimum or maximum amount. Vendors must provide comprehensive pricing, including all associated costs such as duties, custom fees, permits, licenses, and insurance, with prices to remain firm for the initial contract term. The State reserves the right to award the contract to a single or multiple respondents, with the evaluation and selection anticipated to be completed by May 30, 2025. Notably, the vehicle will be delivered to the Minnesota State Patrol Investigative Services Section in Golden Valley, MN, with a required delivery date no later than January 1, 2026.
