About this opportunity

The City of Detroit Office of Contracting and Procurement is requesting quotes for emergency residential demolition at 2733 Springwells (Building 102 Rear), also known as 2731 Springwells, under the Non-Proposal Demolition Program, with quotes due September 18, 2026. Only pre-qualified vendors are eligible; respondents must submit completed Price Sheets in .XLSX format and Professional Rate Sheets through the Oracle iSupplier Portal.

The structure is a one-story framed single-family dwelling at the rear of the lot, severely deteriorated with a completely collapsed roof, collapsed or collapsing exterior walls, structural deficiency throughout, water intrusion in basement, and deemed beyond repair and subject to total collapse. The property is vacant, open to trespass, with unmaintained yard space and overgrowth.

Scope includes demolition with utility disconnection verification, dust control, and debris removal; backfill and grading using City of Detroit-approved Category 2 backfill sources; and site finalization including sidewalk replacement and seeding. Contractors must complete demarcation and resident notification within one calendar day of Notice to Proceed, structure demolition within three calendar days, request Open Hole Inspection within seven calendar days of demolition commencement, and complete backfill and grading within fourteen calendar days of Open Hole Approval. Final Grade Inspection requests are required by June 30 for winter-approved properties. All backfill materials must meet Michigan Part 201 Residential Cleanup Criteria.

Respondents must submit unit rates (not ranges) for demolition services (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, asbestos-containing material disposal, construction/demolition debris disposal, and air monitoring) and backfill, grade, and site finalization services (administration, supervisor, laborer, equipment, and material costs). All highlighted cells on the Professional Rate Schedule must be completed; incomplete or non-responsive submissions include rate ranges, notes, alternate unit types, or blank fields. The City reserves the right to question any unit rate, requiring clarification within twenty-four hours.

All contractors must visit the demolition site in person before submitting a bid and provide date-stamped photographic documentation of the site visit. Successful vendors must provide performance and payment bonds equal to 100 percent of the total contract amount within five business days of notice of award and provide Certificates of Insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. Quotes remain binding for 120 calendar days after the deadline. Award will be based on the lowest, responsive, and responsible bid price with consideration to local preferences.
