About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 11683 Greenview under RFQ 186802, with questions due August 19, 2026 at 12:00 PM EST and proposals due the same day at 2:00 PM EST.

The property is a fire-damaged single-story brick dwelling, vacant and open to trespass, with a completely burned second floor, collapsed roof and floor joists, unsound exterior brick walls at risk of collapse, an unsupported masonry chimney, and scattered fire debris both inside and outside. Fallen bricks from the south wall encroach onto an adjacent occupied property. The structure is classified as requiring emergency demolition and has been posted with an E-DEMO placard. Demolition must commence immediately regardless of frost law restrictions. The awarded contractor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform. The Detroit Water and Sewerage Department will conduct inspections to verify water service line material and remove any lead service lines within five business days of notification, with this process pausing the contractor's timeline; no changes to scope or responsibilities result from this work. The successful contractor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025.

The scope of work includes demolition completion within three calendar days of Notice to Proceed, backfill and grading within fourteen calendar days of Open Hole Approval, and site finalization within thirty calendar days of Winter or Final Grade Approval. Contractors must assign qualified project managers, obtain OSHA Lead Awareness Training and asbestos awareness credentials, and comply with dust control, utility disconnection, and safety barrier requirements. All equipment, materials, permits, and labor are at contractor expense. The City prohibits on-site material storage beyond forty-eight hours, explosives, intentional burning, and on-site concrete crushing. No upward price adjustments are permitted for delays caused by utility issues, weather, or Owner clarifications. Evaluation is price-only with no alternate lines allowed. Contractors must complete Income Tax and Account Receivables Clearance and verify compliance with Instructions to Bidders. Payment terms are Net 30. Site visit with date-stamped photographs is required before bid submission.
