About this file
This is a Request for Proposal (RFP) note document prepared by the City of Detroit's Construction & Demolition Department (CDD) and Building, Safety Engineering & Environmental Department (BSEED) for an emergency residential demolition project. The project involves the demolition of a severely fire-damaged 1½-story brick dwelling located at 11683 Greenview in Detroit, Michigan. The structure is vacant, open to trespass, and poses significant safety hazards including a completely burned second floor with collapsed roof and floor joists, unsound exterior brick walls at risk of further collapse, an unsupported masonry chimney, and scattered fire debris both inside and outside the property. The dwelling is positioned between two occupied residences, with fallen bricks from the south wall encroaching onto an adjacent occupied property. The site has been posted with an E-DEMO placard and is classified as requiring emergency demolition. Emergency timelines must be met regardless of frost law restrictions.
The awarded vendor must source backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Effective August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will conduct inspections to verify water service line material and remove any lead service lines within five business days of notification, with this process pausing the contractor's performance timeline. The successful contractor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, which governs contractor performance and compliance standards. No changes to the demolition scope or contractor responsibilities are required as a result of the lead service line removal process, though the timeline will be adjusted accordingly to account for DWSD's inspection and work.

Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
