About this opportunity
The City of Detroit, Office of Contracting & Procurement, is requesting quotes for emergency residential demolition at 8824 Monica, Detroit, Michigan, under RFQ with a proposal deadline of July 17, 2026 at 10:00 a.m. EST — a same-day turnaround from the July 16 opening.
The property is a one to two-story single-family frame dwelling that sustained significant fire damage on June 16, 2026, and the Building Official has ordered immediate demolition under Detroit City Code 8-17-41 through 8-17-45 due to structural unsoundness, unsafe conditions, and imminent collapse risk including partial roof collapse, compromised roof structure, unstable exterior walls, and interior floor collapse. Work must commence within one calendar day of Notice to Proceed, with demolition completed within three calendar days, open hole inspection within seven calendar days, and backfill and grading within fourteen calendar days. Final grade inspection and site finalization including seeding must occur within the contract term. The contractor must obtain all necessary permits (excluding wrecking and hydrant permits, which the City covers), comply with OSHA Lead Awareness Training and asbestos/lead awareness credentials, perform continuous dust control with wind speeds at twenty miles per hour or less, assume all debris removal and disposal to licensed Type II landfills, and source backfill material from City-approved Category 2 sources meeting Michigan Part 201 Residential Cleanup Criteria. Emergency timelines must be met regardless of Frost Law conditions.
Contractors must conduct on-site visits, obtain date-stamped photographs, and submit all materials combined in a single PDF. Evaluation is price-only with Net 30 payment terms. Contractors are prohibited from including permit costs in bids but assume a $134.00 hydrant re-inspection fee if the hydrant fails. All required documentation—certificates of authority, income tax and accounts receivable clearance, affidavits of disclosure, and a signed signature page—must be uploaded with the proposal. No pre-proposal conference is scheduled.
