About this opportunity

The City of Detroit is requesting quotes for emergency residential demolition at 7226 Mettetal under an RFQ with quotes due August 31, 2026, and only vendors prequalified by the City of Detroit Office of Contracting and Procurement Non-Proposal Demolition Program are eligible for award. This is an emergency procurement governed by the City's lowest responsive and responsible bid standard with consideration for local preferences.

The property is a 1.5-story single-family framed building, vacant and condemned, presenting immediate public safety hazards including missing roof and second floor, deteriorated exterior walls with compromised structural integrity, unstable joists and supporting members, and a structurally unsound chimney. The scope includes demolition work (Sections III–IV of the Scope of Services), backfill and grading work (Section V), and site finalization work (Section VI), all without asbestos abatement. Demolition must commence within one calendar day of Notice to Proceed and be completed within three calendar days. Backfill and grading must occur within fourteen calendar days of Open Hole Approval. Backfill materials must source from a Category 2 approved source on the City of Detroit Backfill platform and meet Michigan Part 201 Residential Cleanup Criteria. The scope requires OSHA Lead Awareness Training, asbestos certifications for assigned personnel, dust control via two-hose misting systems, utility disconnection verification, and debris transport to licensed Type II landfills. The contractor must coordinate with the Detroit Water and Sewerage Department for lead service line verification and removal within five business days of notification.

Respondents must submit pricing via the Oracle iSupplier Portal using a completed Price Sheet in .XLSX format and a Professional Rate Schedule in .XLSX format detailing unit rates for demolition and backfill/grading/site finalization services without ranges, conditions, or blank fields. Questions are due no later than two hours before the deadline. Successful vendors must provide 100% payment and performance bonds within seven calendar days of award and carry insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. Quotes remain binding for 120 calendar days post-deadline. Mandatory site inspection with date-stamped photographs is required before bid submission.
