About this file

This is a Request for Proposal note prepared by the City of Detroit's Building, Safety Engineering and Environmental Department (BSEED) and Construction & Demolition Department (CDD) for emergency demolition services at 7226 Mettetal. The property is a 1.5-story single-family framed building that is vacant, condemned, and presents an immediate public safety hazard due to severe structural compromise including missing roof and second floor, deteriorated exterior walls with compromised structural integrity, damaged and unstable joists and supporting members that could collapse, and a structurally unsound chimney. The structure is fire-damaged, blighted, and in close proximity to an occupied dwelling to the north and a public alley to the south. Emergency demolition timelines must be met regardless of frost law restrictions. The project requires backfill material sourced from a Category 2 approved source listed on the City of Detroit Backfill platform.

The scope includes coordination with the Detroit Water and Sewerage Department (DWSD) for lead service line verification and removal if necessary, with DWSD completing inspections and removals within five business days of notification. Upon receipt of BSEED Open Hole Approval, the CDD will create a demolition issue in Salesforce to automatically notify the contractor and place the property on hold during the DWSD verification process; this hold will be tracked to ensure accurate contractor performance documentation. The successful contractor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, which is available in the Contractor Resources Folder.

Notes to Include in the RFP

BSEED Inspector Description: 1.5-story, 1-family, framed building, vacant and open to trespass and elements, open at all sides, roof and second floor are completely missing, parts of the first floor’s ceiling and interior walls are missing, observed severe damage and caving in the first-floor joists, these damaged joists could fail and collapse at any time into the basement. Most of the remaining sections of the dwelling’s exterior framed walls have been extensively deteriorated due to wood rotting, and their structural integrity has been severely compromised, failure and collapse of these damaged exterior framed walls could take place at any time. Damaged and structurally unsound supporting structural members (joists, studs, beams, and columns) could fail and cause further collapse at any time.

Damaged brick chimney is structurally unsound and dangerously unstable which could fail and collapse endangering the safety of the adjacent dwellings, Exposure to the elements will cause further damage and deterioration to the remainder of the partially collapsed dwelling which will greatly increase the risk of further building collapse.

Subject structure is fire damaged, structurally compromised, open and dangerous, blighted, a clear and present danger to public safety.

Observed severe overgrowth with trash / debris on the property, promoting rodent harborage and unsanitary conditions on site.

Posted the condemned notice on the front wall, There is an adjacent occupied dwelling to the north and a public alley to the south of subject partially collapsed dwelling.

Rec- Emergency Demolition

DFD Fire Occurrence Date: N/A

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf of
