About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 22263 Grove, with questions due August 19, 2026 at 12:00 PM EST and proposals due the same day at 2:00 PM EST under RFQ 186803. Pre-qualified contractor status is required.

The scope encompasses pre-demolition site demarcation, utility disconnection, and dust-control setup; mechanical demolition of a one-and-one-half story frame dwelling with garage within three calendar days of Notice to Proceed; debris removal and transport to licensed Type II landfills; Open Hole Inspection within seven days of demolition commencement; backfill and grading within fourteen days of Open Hole Approval using City-approved Category 2 backfill materials compliant with Michigan Part 201 Residential Cleanup Criteria; and site finalization including seeding and sidewalk replacement where damaged. Contractors must assign a qualified Project Manager, employ personnel with lead-awareness and asbestos-abatement certifications, and maintain constant dust control using two hoses with misting nozzles during demolition. As of August 1, 2026, the Detroit Water and Sewerage Department will inspect and remove any lead service lines upon BSEED Open Hole Approval; the City will pause the contractor's term of performance during this inspection at no cost impact to the contractor.

Bidders must conduct on-site visits, submit date-stamped photographs combined in a single PDF, and complete certificates of authority, income tax and accounts receivable clearance, price sheets in Excel format, and affidavits of disclosure. Contractors bear all costs for equipment, materials, labor, permits, and debris disposal; contractors are responsible for hydrant re-inspection fees of $134.00 if hydrants fail but are not responsible for initial permit costs. Pricing will be evaluated on a price-only basis with responses ranked by lowest cost. Payment terms are Net 30. The awarded contractor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025. No contract term or renewal options are specified. The property is owned by the Detroit Land Bank Authority and has been vacant for more than 180 days.
