About this file
This file contains RFP notes prepared by the Detroit Construction & Demolition Department (CDD) for an emergency residential demolition project located at 22263 Grove in Michigan. The project involves the demolition of a one-and-one-half story frame dwelling with garage that is currently vacant, structurally compromised, and poses an immediate danger to the surrounding community. The property features a deteriorated and severely damaged roof that is collapsing into the dwelling, damaged walls that are out of plumb, a collapsing front porch, and is overgrown and unmaintained. The dwelling has been vacant for more than 180 days and is located between two occupied dwellings. The Detroit Buildings, Safety Engineering and Environmental Department (BSEED) has posted an Emergency Demolition placard on the property, and emergency timelines must be met regardless of whether Frost Laws are in effect. All demolition work must be completed according to the scope of services outlined by BSEED upon inspection.
The awarded vendor must utilize backfill material sourced from a Category 2 source approved through the City of Detroit Backfill platform. As of August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will inspect water service lines and remove any lead service lines present upon receipt of BSEED Open Hole Approval, which must be completed within five business days without changes to the contractor's scope of services or responsibilities. The CDD will create a demolition issue in Salesforce to notify the contractor and pause the project's term of performance during this inspection period to ensure accurate tracking of contractor compliance with contractual timelines. The successful contractor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, which establishes performance standards and disciplinary procedures for all demolition projects.

Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
