About this file

This document provides professional rate schedule instructions for Emergency Management Group (EMG) contractors in Michigan. The instructions establish guidelines for how EMG contractors should complete and submit their professional rate schedules, which are used to determine pricing for emergency services and demolition work, including projects such as emergency residential demolition. The document outlines the required format and methodology for contractors to present their hourly rates, labor categories, and fee structures in a standardized manner to facilitate competitive bidding and cost comparison across qualified contractors.

The rate schedule instructions specify the categories of professional services that must be priced, including management, engineering, and technical support positions at various levels. Contractors are required to provide fully-loaded hourly rates that include all direct costs, indirect costs, overhead, and profit margins, with detailed breakdowns of each cost component. The instructions ensure transparency in pricing and allow government entities to evaluate contractor costs consistently when soliciting bids for emergency demolition and related services. Adherence to these standardized rate schedules enables efficient procurement while maintaining competitive market conditions for emergency response work in Michigan.
